Automated Standard Application for Payments (ASAP)

What Is ASAP?

ASAP is an all-electronic payment and information system developed jointly by the Bureau of the Fiscal Service and the Federal Reserve Bank of Kansas City. The latter, in its capacity as Treasury's fiscal agent, operates the payment system. Bureau of the Fiscal Service Regional Financial Centers (RFCs) are available for assistance in enrollment and daily operational matters.

ASAP is primarily a system through which grantee organizations receiving Federal funds can draw from accounts pre-authorized by Federal Agencies. In addition, ASAP is also being used to make timely payments to financial agents that are performing financial services for the Bureau of the Fiscal Service and other Federal Agencies.

WHAT IS ASAP.gov?

 ASAP.gov is the web-based interface to the ASAP application. ASAP.gov also offers some additional functions that include Cancelling Certified Authorizations, Scheduled Payments, and Mass Account Status Change. ASAP.gov is available to users 24 hours a day/7 days a week.

WHO ARE ASAP'S USER ORGANIZATIONS?

ASAP has three types or user organizations:

  1. Federal Agencies who provide funds;
  2.  Recipient Organizations who use funds; and
  3. RFCs who provide customer support to all ASAP users.

HOW DOES ASAP WORK AS A PAYMENT SYSTEM?

Federal Agencies and organizations receiving Federal funds enroll one time to use ASAP. Federal Agencies establish and maintain accounts in ASAP to control the flow of funds to organizations. Federal Agencies enter spending authorizations (funds) into recipient ASAP accounts in accordance with program needs and schedules. Payment Requestors, at Recipient organizations, initiate payment requests through ASAP to meet only their immediate cash needs. Being that ASAP is an all-electronic payment system, the online connections that recipient organizations have with ASAP enables frequent and reduced-cash draws.

Approved payment requests for same-day, next-day or future-day (up to 32 calendar days from the date of the payment request) payments are paid via the Automated Clearing House (ACH) system. Same-day payments can also be made via the FRB Fedwire system.
